Ferro-manganese other than high carbon (medium and low carbon grades)
HSN 7202 19 00 (ferro-manganese, other than high-carbon) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products (Quality Control) Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the Indian Standard mapped to ferro-manganese (other than high-carbon) in Schedule 1 of the Steel and Steel Products (Quality Control) Order, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-licensed manufacturer. Each lot must bear the ISI mark under the supplier's CM/L licence; sub-standard or defective material must be disposed of as scrap in compliance with Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016 (11 of 2016)

- 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with CBIC Instruction 16/2025-CUS as modified by CBIC Instruction 23/2025-CUS regarding the Indian Standard of the input material. Either reference being absent, expired, or scope-mismatched triggers consignment detention.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · Steel and Steel Products (Quality Control) Order, 2024
- 5If the consignment is a re-import for packaging purposes only, or is an SEZ-to-DTA movement without value addition, document the SIMS exemption basis. The BIS QCO obligation under S.O. 3716(E) is not waived by either SIMS carve-out — the ISI-marked product requirement continues to apply.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is assuming that the high-carbon ferro-manganese BIS compliance framework (HSN 7202 11 00) automatically extends to medium- and low-carbon grades under HSN 7202 19 00. The Indian Standard and associated CM/L scope differ by grade; a supplier licensed for high-carbon ferro-manganese is not necessarily licensed for the medium- or low-carbon variant, and customs will detain a consignment where the CM/L scope does not expressly cover the grade declared on the bill of entry.
