Containing by weight more than 2% of carbon
High-carbon ferro-manganese (carbon content exceeding 2% by weight)
HSN 7202 11 00 (high-carbon ferro-manganese) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products (Quality Control) Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of that Order is mandatory under the ISI Mark Scheme with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence is mapped to the Indian Standard specified in Schedule 1 of the Steel and Steel Products (Quality Control) Order, 2024. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a test certificate bearing the BIS standard mark, issued by the licensed manufacturer. The product itself must bear the standard mark under the CM/L licence; standard-mark compliance on documentation alone does not satisfy the QCO.Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days from issue; ensure validity has not lapsed on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72
- 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with CBIC Instruction 16/2025-CUS as modified by CBIC Instruction 23/2025-CUS, requiring strict compliance with the Indian Standard of the respective input material as notified in the QCO and mandatory SIMS portal registration.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment is a re-import for packaging only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis per the applicable carve-outs. The BIS QCO obligation under S.O. 3716(E) is not waived by either carve-out — the ISI-marked product requirement continues to apply.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The single most common error on this tariff line is treating the absence of a populated IS number in trade databases as meaning the BIS QCO does not apply. The Indian Standard for high-carbon ferro-manganese is mapped in Schedule 1 of S.O. 3716(E) itself — its non-appearance in third-party databases is a lookup gap, not a regulatory carve-out. Sub-standard or defective product that fails to conform to the Schedule 1 standard must be disposed of as scrap under Section 17(1)(b) of the BIS Act, 2016; it cannot be re-labelled or re-exported as conforming stock.
