The most common error on this tariff line is assuming that steel re-imported from a Special Economic Zone or steel re-imported solely for packaging purposes requires SIMS registration — it does not. Per DGFT Policy Circular 38/2015-20 dated 19-01-2022, re-imports from SEZ to the Domestic Tariff Area (whether with or without value addition) and re-imports purely for packaging are explicitly carved out of the SIMS obligation; however, all other first-import consignments of cast iron under this tariff line remain subject to mandatory SIMS registration regardless of end-use.
