- 1Register on the Steel Import Monitoring System portal and obtain an automatic SIMS registration number before the consignment's expected date of arrival. The registration fee is ₹500 and may be applied no earlier than the 60th day before the expected date of arrival; the registration number remains valid for 75 days.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023-24 dated 28-08-2023 · Policy Condition 5 of Chapter 72, ITC (HS)
- 2Note that the earlier mandatory minimum 15-day advance registration window has been abolished; registration may now be filed at any point within the 60-day pre-arrival window. Upload the SIMS registration number in the bill of entry before customs out-of-charge.DGFT Notification 19/2015-20 dated 07-07-2022
- 3Confirm whether the import falls within the SIMS carve-outs before registering: re-import of steel goods solely for packaging purposes and DTA-SEZ-DTA movements (with or without value addition) are exempt from SIMS registration under the clarifications issued by DGFT.DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is applying for SIMS registration too late — the 75-day validity window is counted from the date of registration, not from the date of arrival, so a consignment delayed at origin or in transit can arrive after the SIMS number has expired, forcing a fresh registration and delaying customs out-of-charge. Secure registration only once vessel departure is confirmed and the arrival date is reliably fixed to avoid the window lapsing before the bill of entry is filed.
