The most common error on this tariff line is overlooking the South Korea-origin restriction when the consignment is routed through a third country or when goods are re-invoiced via an intermediate hub. A non-preferential certificate of origin establishing the actual country of manufacture is essential; a country-of-export certificate from a transit hub does not satisfy Policy Condition No. 4, and a misdeclared origin will attract confiscation and monetary penalty under the Customs Act, 1962.
