Goldsmiths' wares of gold, nominated-agency imports
HSN 7114 19 10 (Articles of gold) carries a Restricted import status under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT), pursuant to S.O. 3111 and DGFT Notification 19/2023-24 both dated 12-07-2023. Gold in any form above 22 carats may be imported only by nominated agencies notified by the Reserve Bank of India (for banks) or by DGFT (for others), per DGFT Notification 22/2015-20 dated 02-09-2021. Imports from South Korea of specified items under this heading are additionally restricted under Policy Condition No. 4 to Chapter 71.

- 2Verify that the consignment does not originate from South Korea as a specified item restricted under Policy Condition No. 4 to Chapter 71. Where South Korean origin is involved, obtain the specific import authorisation or confirm exclusion from the specified-items list before filing the bill of entry.S.O. 3111 dated 12-07-2023 · DGFT Notification 19/2023-24 dated 12-07-2023 · Policy Condition No. 4 to Chapter 71
The most common error on this tariff line is misreading the 22-carat threshold: the nominated-agency obligation applies to gold 'in any form above 22 carats,' meaning the restriction attaches to the metal content of the goldsmiths' article, not merely to bullion or coin. Importers who classify an article as fabricated jewellery and assume the general Restricted-policy channel applies—rather than the nominated-agency channel—face confiscation of the consignment at the bill-of-entry stage where the caratage is verified against the import permit.
