HSN 7114 11 20 (Parts of silver goldsmiths' or silversmiths' wares) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) for imports originating from South Korea, per Policy Condition No. 4 to Chapter 71. All other origins are subject to standard customs clearance without a sectoral PGA overlay.
- Import Licence from DGFT
- Origin declaration from exporter
- 1Verify the country of origin before filing the bill of entry. Imports of specified items under Chapter 71 from South Korea are Restricted under ITC (HS) Policy Condition No. 4 to Chapter 71 and require a DGFT import licence or applicable authorisation before clearance.ITC (HS) Import Policy, Policy Condition No. 4 to Chapter 71
- 2Obtain and upload the applicable DGFT authorisation or import licence in e-Sanchit prior to filing the bill of entry for South Korea-origin consignments. Consignments arriving without the required authorisation are liable to detention pending regularisation.ITC (HS) Import Policy, Policy Condition No. 4 to Chapter 71
The restriction under Policy Condition No. 4 is origin-specific and applies to South Korea only; importers sourcing the same silver parts from other origins may overlook the declaration obligations triggered when the actual origin is South Korean. A misdeclared or undisclosed South Korea origin on the bill of entry exposes the importer to confiscation and monetary penalty under the Customs Act, 1962 independently of the ITC (HS) Restricted-import enforcement.
