The most common error on this tariff line is assuming that KPCS obligations apply only to rough diamonds and not reviewing the Chapter 71 policy conditions against the sub-category of synthetic or reconstructed stones being imported. Where the CCR conditions are triggered, the absence of a valid Kimberley Process Certificate or GJEPC registration at the bill-of-entry stage results in consignment detention — and there is no provision for retrospective document submission after out-of-charge.
