The most common error on this tariff line is importing rough diamonds without confirming current GJEPC registration: the Kimberley Process Certificate from the exporting country is a necessary but not sufficient condition — policy condition no. 5 requires that the importer itself be a registered member of the GJEPC at the time of import. Lapsed or absent GJEPC registration results in detention of the consignment and potential confiscation under the Customs Act, 1962, even where the KP Certificate is facially valid.
