HSN 7102 21 20 (Unsorted rough diamonds) is subject to ITC (HS) import policy conditions administered by the Directorate General of Foreign Trade (DGFT) under Chapter 71, including the Kimberley Process Certification Scheme (KPCS) requirement. The importing entity must be registered with the Gems and Jewellery Export Promotion Council (GJEPC), designated as India's importing and exporting authority for KPCS. Additional policy conditions restrict or prohibit imports originating from Côte d'Ivoire and Venezuela.

- 2Upload the Kimberley Process Certificate (document code 002KP0) in e-Sanchit before the bill of entry is filed. - 3Verify the country of origin against ITC (HS) policy condition 1 (Côte d'Ivoire) and policy condition 2 (Venezuela) before placement of the purchase order. Imports originating from those countries are subject to specific restrictions under Chapter 71 policy conditions and may not be cleared at the bill-of-entry stage.ITC (HS) policy conditions 1 and 2, Chapter 71
The most common error on this tariff line is treating the Kimberley Process Certificate as the sole compliance requirement and overlooking the GJEPC registration condition. A valid KP Certificate uploaded under document code 002KP0 does not substitute for the importer's active GJEPC membership; customs officers verify both, and a lapsed or absent GJEPC registration results in consignment detention irrespective of KP Certificate validity.
