The most common error on this tariff line is assuming that processed or blended animal-hair materials fall outside the Wildlife (Protection) Act, 1972 and CITES controls. The Act and CITES apply to derivatives and worked products, not only to raw pelts or skins; consignments of wig-grade hair that cannot be traced to a non-scheduled species are liable to seizure and confiscation under the Wildlife (Protection) Act, 1972, regardless of the degree of processing.
