HSN 6506 91 00 (non-metal headgear of rubber or plastics) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2925:1984, IS 2745:1983, or IS 9562:1980 is mandatory under the ISI Mark Scheme with effect from 25 April 2024, by virtue of the Helmet for Police Force, Civil Defence and Personal Protection (Quality Control) Order, 2023. Phased enforcement applies: small enterprises from 25 July 2024, micro enterprises from 25 October 2024.

The single most common error on this tariff line is treating the three IS standards as interchangeable. A CM/L against IS 2925:1984 (industrial safety helmets) does not authorise import of firefighter helmets regulated under IS 2745:1983 or police helmets regulated under IS 9562:1980; customs detains the consignment on a standard-code mismatch even where the physical product is superficially similar. Confirm the end-use designation and the corresponding IS number with the supplier in writing before the purchase order, and verify that the CM/L scope on the BIS register matches exactly.
