Compliance steps
  1. 1
Identify the correct IS standard before sourcing: IS 2925:1984 governs industrial safety helmets, IS 2745:1983 governs non-metal helmets for firemen and civil defence personnel, and IS 9562:1980 governs non-metal helmets for police force. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable standard.

  2. 2
Verify the supplier's CM/L licence number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order. A CM/L issued under IS 2925 does not cover helmets regulated under IS 2745 or IS 9562, and vice versa.
    Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4649(E) dated 23-10-2023
  3. 3
Ensure every helmet bears the ISI mark and the supplier's CM/L number under licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product itself, not on packaging alone.

  4. 4
If the supplier or importer qualifies as a micro or small enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, confirm whether the phased enforcement date applies. Small enterprises became subject to the QCO from 25 July 2024; micro enterprises from 25 October 2024.

  5. 5
Quote the supplier's BIS CM/L number and the applicable IS standard on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or standard-mismatched licence triggers consignment detention.

A word of counsel

The single most common error on this tariff line is treating the three IS standards as interchangeable. A CM/L against IS 2925:1984 (industrial safety helmets) does not authorise import of firefighter helmets regulated under IS 2745:1983 or police helmets regulated under IS 9562:1980; customs detains the consignment on a standard-code mismatch even where the physical product is superficially similar. Confirm the end-use designation and the corresponding IS number with the supplier in writing before the purchase order, and verify that the CM/L scope on the BIS register matches exactly.

Frequently asked
Does HSN 6506 91 00 require BIS certification?
Yes. Non-metal helmets of rubber or plastics are subject to the ISI Mark Scheme under the Helmet for Police Force, Civil Defence and Personal Protection (Quality Control) Order, 2023; import is permitted only from manufacturers holding a current BIS CM/L licence against IS 2925:1984, IS 2745:1983, or IS 9562:1980 as applicable.
Which IS standard applies to which helmet type?
IS 2925:1984 applies to industrial safety helmets; IS 2745:1983 applies to non-metal helmets for firemen and civil defence personnel; IS 9562:1980 applies to non-metal helmets for police force. The applicable standard is determined by the helmet's certified end-use.
Do the phased enforcement dates affect all importers?
The base enforcement date of 25 April 2024 applies to all importers other than MSMED-defined small and micro enterprises. Small enterprises became subject from 25 July 2024 and micro enterprises from 25 October 2024.
Does a single CM/L licence cover all three helmet standards?
No. Each CM/L is standard-specific and scope-specific to the licensed manufacturing facility; a licence against IS 2925 does not cover products regulated under IS 2745 or IS 9562, and customs detains consignments where the declared standard does not match the CM/L.
