Non-metal helmets for protective and civil defence use
HSN 6505 00 90 (non-metal helmets for protective and civil defence use) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2745:1983 (firemen and civil defence personnel) and IS 9562:1980 (police force) is mandatory under the ISI Mark Scheme with effect from 25 April 2024, by virtue of the Helmet for Police Force, Civil Defence and Personal Protection (Quality Control) Order, 2023. Staggered effective dates apply for micro and small enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.

The single most common error on this tariff line is treating IS 2745:1983 and IS 9562:1980 as interchangeable — a supplier holding a CM/L against IS 2745:1983 for firemen's helmets is not licensed for police-force helmets under IS 9562:1980, and the two product scopes are not cross-covered. Importers who combine both helmet types in one consignment under a single IS reference face detention of the non-conforming portion, with demurrage accruing through the re-verification cycle.
