Footwear with textile uppers (safety, protective and occupational types)
HSN 6405 20 00 (footwear with uppers of textile materials) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 15298 (Parts 2, 3 and 4) is mandatory under the ISI Mark Scheme for safety, protective and occupational footwear with effect from 27 October 2020; conformity to IS 17043 (Parts 1 and 2) applies to service and general-purpose footwear with effect from 01 August 2024. No separate customs-clearance overlay applies beyond the BIS QCO regime.
- 1Identify whether the consignment is safety footwear (Part 2), protective footwear (Part 3), occupational footwear (Part 4), shoes for services (IS 17043 Part 1), or shoes for general purpose (IS 17043 Part 2). - 2Verify the foreign supplier's BIS CM/L licence number on the BIS online register. The single most common error on this tariff line is treating IS 15298 as a single monolithic standard and obtaining one CM/L without specifying the correct part. A CM/L covering IS 15298 (Part 2):2016 (safety footwear) does not authorise import of IS 15298 (Part 3):2019 (protective footwear) or IS 15298 (Part 4):2017 (occupational footwear) — nor does it cover IS 17043 (service and general-purpose shoes), which became mandatory from 01 August 2024 under a separate QCO. Customs officers verify the CM/L scope at the IS-part level; a part mismatch triggers detention even when the headline IS number appears correct.
