Leather safety footwear with rubber, plastics or leather outer soles
HSN 6403 99 90 (leather safety footwear) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standards under IS 1989, IS 11226, IS 14544, IS 17012, IS 17037, or IS 17043 is mandatory under the ISI Mark Scheme with effect from 01 August 2024, by virtue of the Footwear Made from Leather and Other Materials (Quality Control) Order, 2024. A CITES certificate uploaded to e-Sanchit applies as a separate customs-clearance overlay administered by the Wildlife Crime Control Bureau.
- 1Identify the precise product type in the consignment and match it to the controlling Indian Standard: IS 1989 (Part 1):1986 for miners' safety boots and shoes; IS 1989 (Part 2):1986 for heavy metal industries; IS 11226:1993 for direct moulded rubber sole; IS 14544:2022 for direct moulded polymeric sole; IS 17012:2018 for high ankle tactical boots with PU-rubber sole; IS 17037:2018 for anti-riot shoes; IS 17043 (Part 1):2024 for service shoes; IS 17043 (Part 2):2024 for general purpose shoes.Footwear Made from Leather and Other Materials (Quality Control) Order, 2024 · S.O. 1421(E) dated 15-03-2024
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS for the specific footwear type. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Footwear Made from Leather and Other Materials (Quality Control) Order, 2024 · S.O. 1421(E) dated 15-03-2024 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every pair of footwear bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1421(E) dated 15-03-2024
- 4Upload the CITES certificate (document code 626000) to e-Sanchit before the bill of entry is filed. The proper officer will verify presence of this document before granting out-of-charge; absence delays clearance regardless of BIS QCO compliance.ITC (HS) import policy condition for HSN 6403 99 90 · CITES certificate document code 626000 · e-Sanchit mandatory document requirement
- 5Confirm whether the foreign manufacturer or Indian importer qualifies as a micro or small manufacturing unit under Section 7 of the Micro, Small and Medium Enterprises Development Act, 2006. If so, document the exemption basis on file; the BIS QCO obligation does not apply to such units.S.O. 3775(E) dated 11-08-2022 · Section 7 of the Micro, Small and Medium Enterprises Development Act, 2006
The most common error on this tariff line is treating the eight applicable Indian Standards as interchangeable and sourcing a CM/L licence against only one — typically IS 1989 (Part 1) — without verifying that the licence scope actually covers the specific footwear type in the consignment. A CM/L for miners' safety boots does not cover anti-riot shoes or tactical boots; a licence scope mismatch at port triggers detention of the entire consignment, demurrage, and a fresh conformity-assessment cycle before out-of-charge is granted.
