The single most common error on this tariff line is sourcing from a manufacturer whose CM/L licence covers only one IS 17043 part when the consignment spans both service-purpose and general-purpose children's footwear. Each end-use category requires a separate licensed scope; a CM/L against Part 2 does not cover Part 1 product, and customs will detain the out-of-scope portion regardless of whether the remaining units are compliant.
