HSN 6403 51 13 (leather-soled, leather-upper footwear covering the ankle, for children) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17043 (Part 1):2024 for service shoes and IS 17043 (Part 2):2024 for general-purpose shoes is mandatory under the ISI Mark Scheme with effect from 1 August 2024, by virtue of the Footwear Made from Leather and Other Materials (Quality Control) Order, 2024. A Wildlife Crime Control Bureau CITES certificate applies as a separate customs-clearance overlay for consignments containing CITES-listed materials.

The single most common error on this tariff line is sourcing from a manufacturer whose CM/L licence covers only one part of IS 17043 — for example, general-purpose shoes under Part 2 — and shipping a consignment that includes service shoes governed by Part 1. Each part constitutes a distinct standard for licensing purposes; mixed consignments where the licence scope does not match the product category are detained at port regardless of the ISI mark's physical presence on the footwear.
