HSN 6403 20 29 (leather-soled footwear with instep and big-toe leather strap uppers, other types) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17043 (Part 1):2024 for service shoes or IS 17043 (Part 2):2024 for general-purpose shoes is mandatory under the ISI Mark Scheme with effect from 01 August 2024, by virtue of the Footwear Made from Leather and Other Materials (Quality Control) Order, 2024.

The most consequential error on this tariff line is quoting a CM/L licence against the wrong part of IS 17043. Service-shoe and general-purpose-shoe licences are issued separately under Part 1 and Part 2 respectively; a consignment of general-purpose sandals covered only by a Part 1 service-shoe CM/L will be detained at port regardless of the ISI mark physically present on the product. Confirm the exact IS 17043 part scope of the supplier's CM/L in writing before the purchase order, not at the time of customs filing.
