Men's leather sandals with straps across instep and big toe
HSN 6403 20 11 (men's leather-soled sandals with leather straps across the instep and around the big toe) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17043 (Part 1):2024 for service footwear and IS 17043 (Part 2):2024 for general-purpose footwear is mandatory under the ISI Mark Scheme with effect from 1 August 2024, pursuant to the Footwear Made from Leather and Other Materials (Quality Control) Order, 2024.
- 1Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against IS 17043 (Part 1):2024 for service footwear or IS 17043 (Part 2):2024 for general-purpose footwear before placing the purchase order. Confirm the licensed scope covers the specific footwear type and manufacturing facility.Footwear Made from Leather and Other Materials (Quality Control) Order, 2024 · S.O. 1421(E) dated 15-03-2024
- 2Ensure every pair of sandals bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself and be traceable to the licensed batch.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Footwear Made from Leather and Other Materials (Quality Control) Order, 2024
- 3Obtain test reports confirming conformity to the applicable Indian Standard — IS 17043 (Part 1):2024 or IS 17043 (Part 2):2024 — as part of the shipment documentation. Reports must correspond to the specific model and construction being imported.IS 17043 (Part 1):2024 · IS 17043 (Part 2):2024 · S.O. 1421(E) dated 15-03-2024
- 4Quote the supplier's BIS CM/L number on the bill of entry and ensure the consignment-level documentation includes the ISI mark declaration. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.BIS Act, 2016 · Footwear Made from Leather and Other Materials (Quality Control) Order, 2024 · Customs Act, 1962
The single most common error on this tariff line is importing under a CM/L licensed against IS 17043 (Part 2):2024 (general-purpose) when the product is classified as service footwear requiring IS 17043 (Part 1):2024, or vice versa. The two parts are distinct standards with different test requirements; a CM/L for one part does not cover the other. Consignments where the licence part does not match the product category are detained at port regardless of ISI mark presence.
