Conformity to IS 15844 (Parts 1, 2 and 3):2023/2024 is mandatory under the ISI Mark Scheme with effect from 01 August 2024, by virtue of the Footwear Made from Leather and Other Materials (Quality Control) Order, 2024. No separate customs-clearance overlay applies beyond the BIS QCO obligation.

The single most common error on this tariff line is importing against a CM/L licence scoped to only one part of IS 15844 when the consignment contains product variants spanning multiple parts — for instance, combining general-purpose and professional sports footwear in one shipment against a Part 1-only licence. Each IS 15844 part is a distinct conformity obligation; customs detains any unit for which the quoted CM/L does not cover the corresponding part, regardless of whether other units in the same consignment are compliant.
