HSN 6310 90 90 (other used rags, scrap twine, cordage, rope, cables and worn-out articles of textile materials) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with compliance required under Board Circular 36/2000-Cus dated 08-05-2000. A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is separately mandated under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is conflating the azo-dye testing exemption with an exemption from the Restricted-import policy itself. The azo-dye PSIC exemption for nine named countries is limited to the hazardous-dye testing requirement only; the ITC (HS) Restricted status and the Board Circular 36/2000-Cus compliance obligation apply to all origins without exception, and an unlicensed consignment is liable to detention and confiscation regardless of the exporting country.
