The most common error on this tariff line is assuming that the azo-dye PSIC requirement is waived for all developed-country origins. The exemption is limited to the nine named jurisdictions; consignments from any other country — including countries with equivalent dye-safety standards — arrive without a valid PSIC and face detention and ground rent accrual pending re-inspection or re-export. The Restricted-import status is a separate and concurrent obligation that no PSIC can substitute.
