Sorted used rags, scrap twine, cordage and worn textile articles
HSN 6310 10 90 (sorted used or new rags, scrap twine, cordage, rope, cables and worn textile articles) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with compliance additionally required under CBIC Circular 36/2000-Cus dated 08-05-2000. A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is mandated under General Note 10 of the ITC (HS) policy for most origins.
- Import Licence from DGFT
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee
- 1Confirm the import is authorised under the ITC (HS) Restricted-import policy for Chapter 63 before placing the purchase order. A specific import licence or policy-compliant authorisation from the Directorate General of Foreign Trade is required; filing a bill of entry without this authorisation renders the consignment liable to detention and confiscation.ITC (HS) Restricted import policy, Chapter 63 · CBIC Circular 36/2000-Cus dated 08-05-2000
- 2Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. The azo-dye testing exemption applies only to imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye PSIC requirement is waived for all developed-country origins. The exemption is limited to the nine named jurisdictions; consignments from any other country — including countries with equivalent dye-safety standards — arrive without a valid PSIC and face detention and ground rent accrual pending re-inspection or re-export. The Restricted-import status is a separate and concurrent obligation that no PSIC can substitute.
