- 2Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to the Restricted-import licence requirement — it does not. The exemption covers only the azo-dye testing component; the ITC (HS) Restricted status and the CBIC Circular 36/2000-Cus compliance obligations apply to all origins without exception. A consignment arriving without the requisite Restricted-import authorisation is liable to detention and ground rent regardless of origin-country exemption status.
