- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15041:2001 for flat woven webbing slings of man-made fibres. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Indutech QCO 2024 · S.O. 4326(E) dated 03-10-2024 · IS 15041:2001 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every sling bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The ISI mark must appear on the product itself; marking on packaging alone does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Indutech QCO 2024 · S.O. 4326(E) dated 03-10-2024
- 3Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory certifying textile composition and the absence of prohibited hazardous azo dyes, plus a certificate of origin. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.General Notes 10 and 11 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 4Quote the supplier's BIS CM/L number on the bill of entry, supported by the PSIC and certificate of origin. Customs verifies the CM/L against the BIS register in real time; an absent, expired, or scope-mismatched CM/L triggers consignment detention.Indutech QCO 2024 · S.O. 4326(E) dated 03-10-2024 · BIS Act, 2016 · Customs Act, 1962
- 5Note that the small and micro enterprise carve-out under S.O. 4326(E) applies to domestic production only, not to imports. Foreign suppliers must hold a valid CM/L regardless of their enterprise size, and no import exemption on grounds of MSME status exists under the QCO.Indutech QCO 2024 · S.O. 4326(E) dated 03-10-2024 · Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)
The most common error on this tariff line is assuming the small and micro enterprise phase-in period extends to import consignments. The deferred effective date of 01 July 2025 for small and micro enterprises under S.O. 4326(E) applies exclusively to domestic producers; for all imports, the operative enforcement date is 01 April 2025 without exception. An importer who delays CM/L verification on the basis of the SME carve-out will find the consignment detained from the first day of enforcement.
