The most common error on this tariff line is assuming that the country-of-origin azo-dye exemption waives the PSIC requirement entirely. The exemption covers azo-dye testing only; the broader obligation to certify the absence of other prohibited hazardous dyes under General Note 10 applies to all origins without exception, and a consignment presented without a valid PSIC or Textile Committee test report is liable to detention and ground rent at the port of import.
