Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is dispatched to India.

  2. 2
If the country of export is not among the nine exempted origins (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, United Kingdom), ensure the azo-dye test report is current and uploaded in e-Sanchit before filing the bill of entry; absence of the PSIC at the bill-of-entry stage risks consignment detention.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies universally because the exporting factory holds an international quality certification. The exemption is strictly country-of-export based — only the nine listed origins qualify — and a PSIC from an accredited laboratory or a TC/CSRTI test report remains mandatory for all other origins regardless of supplier certifications. Presenting a factory-issued in-house test report in lieu of an accredited-laboratory PSIC is not compliant and exposes the consignment to detention at the port of import.

Frequently asked
Does HSN 6307 90 11 require BIS certification?
No, other made-up cotton textile articles are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the hazardous-dye PSIC requirement under General Note 10 and DGFT Public Notice 14/2023.
Which laboratories are authorised to issue the PSIC for azo-dye testing?
The PSIC must be issued by an accredited laboratory of the exporting country, or the test report must come from a Textile Committee or CSRTI laboratory, as specified under General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023 dated 14-06-2023.
Does the azo-dye exemption for EU or UK origin cover all textile sub-categories under this HSN?
The exemption applies to testing for azo dyes only; compliance with all other ITC (HS) import-policy conditions, including any applicable PSIC parameters beyond azo-dye absence, remains required even for exempted-origin consignments.
