HSN 6307 90 11 (Of cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only.

The most common error on this tariff line is assuming the azo-dye exemption applies universally because the exporting factory holds an international quality certification. The exemption is strictly country-of-export based — only the nine listed origins qualify — and a PSIC from an accredited laboratory or a TC/CSRTI test report remains mandatory for all other origins regardless of supplier certifications. Presenting a factory-issued in-house test report in lieu of an accredited-laboratory PSIC is not compliant and exposes the consignment to detention at the port of import.
