Life-jackets and life-belts, other types
HSN 6307 20 90 (Other life-jackets and life-belts) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with textile-composition and hazardous-dye controls applying under General Notes 10 and 11 of the ITC (HS) policy. Consignments of woollen or blended textile life-jackets must comply with the Textile (Development & Regulation) Order, 2001 read with Notification No. CER (18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of Origin from exporter
- Brand genuineness certificate from brand owner
- 1For consignments of woollen or blended textile life-jackets, accompany the shipment with a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying the textile composition and blend, a Certificate of Origin, and a certificate from the brand owner confirming the genuineness of the product and authority to use the brand name.General Note 11 of the ITC (HS) Import Policy · Notification No. CER (18)/99-CLB dated 7 March 1988 · Textile (Development & Regulation) Order, 2001 · Essential Commodities Act, 1955
- 2Obtain a PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye PSIC and the woollen-textile PSIC are interchangeable — they are not. The woollen-composition PSIC under General Note 11 additionally requires a brand-owner certificate of genuineness and a Certificate of Origin; the azo-dye PSIC under General Note 10 tests for hazardous dyes and is a separate, concurrent obligation. A consignment carrying only one of the two PSICs remains non-compliant and is liable to detention at the port of import.
