Cotton life-jackets and life-belts
HSN 6307 20 10 (Life-jackets and life-belts of cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. - 2Verify the country of origin before relying on the azo-dye testing exemption: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only. The most common error on this tariff line is assuming the azo-dye exemption applies to all major trading partners. The exemption is limited to the nine named countries; a consignment from, for example, China, Bangladesh, or Vietnam without a PSIC will be detained at the port of entry pending production of a compliant test report, attracting demurrage and ground rent while rectification is arranged from abroad.
