Cotton floor-cloths, dish-cloths, dusters and cleaning cloths
HSN 6307 10 10 (cotton floor-cloths, dish-cloths, dusters and similar cleaning cloths) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-economy exporters. The exemption is restricted to nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and no other origin qualifies, regardless of the exporting country's domestic regulatory standards. Importing without a PSIC from any non-exempt origin, even where the supplier certifies compliance privately, results in consignment detention at the port of import.
