The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to all hazardous-dye testing — it covers azo-dye testing only. Consignments arriving from non-listed origins without a valid PSIC or TC/CSRTI test report are detained at the port of entry pending production of a compliant certificate, and demurrage accumulates during that period. Ensure the PSIC covers the specific textile material composition of the goods, not merely the finished-article category.
