A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all major trading partners. The exemption is a closed list — nine jurisdictions only — and importers sourcing from Bangladesh, China, Pakistan, or any other unlisted origin who arrive without a PSIC face consignment detention and ground rent accumulation at the port while a remedial test report is procured. The PSIC must predate shipment; a post-arrival test report from a domestic laboratory does not satisfy General Note 10.
