The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries also waives the PSIC requirement for other compositional or hazardous-dye parameters. The exemption is limited to azo-dye testing only; a PSIC covering remaining prohibited dyes is still required from non-exempt origins, and presenting a test report that covers azo dyes alone but omits the full prohibited-dye panel will result in consignment detention at the port of entry.
