The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to goods transshipped through an exempt country but manufactured elsewhere. The exemption applies to the country of origin, not the country of export or the port of transshipment; a consignment manufactured in a non-exempt country and transshipped through an EU hub remains subject to the full PSIC requirement, and absence of the certificate at the bill of entry will result in consignment detention.
