HSN 6306 22 00 (Of synthetic fibres) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) 2022 Schedule I. A Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for all origins except specified exempt countries.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, confirming the absence of prohibited hazardous azo dyes. This requirement applies to all origin countries except the nine exempt jurisdictions.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the exporting country qualifies for the azo-dye testing exemption. Exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must present the PSIC or valid TC/CSRTI test report at the bill-of-entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends to origin countries beyond the nine named jurisdictions. A consignment arriving without a valid PSIC or TC/CSRTI test report from a non-exempt country is liable to detention at port until compliant documentation is furnished; there is no rectification provision at the bill-of-entry stage once the consignment is flagged for hazardous-dye non-compliance.
