Tarpaulins, awnings and tents of synthetic fibres
HSN 6306 12 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory may substitute.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to all hazardous-dye testing requirements — it does not. The exemption covers the presence-of-azo-dyes test only; a PSIC or TC/CSRTI test report addressing other prohibited dyes and composition parameters remains mandatory for all origins, including exempt ones. Consignments arriving without any inspection certificate are detained pending production of the document.
