  2. 2
Verify origin eligibility for the azo-dye testing exemption before shipment: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only. All other origins must present the PSIC or TC/CSRTI test report at the bill of entry.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to all hazardous-dye testing requirements — it does not. The exemption covers the presence-of-azo-dyes test only; a PSIC or TC/CSRTI test report addressing other prohibited dyes and composition parameters remains mandatory for all origins, including exempt ones. Consignments arriving without any inspection certificate are detained pending production of the document.
