Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all non-exempt origins.

  2. 2
Verify whether the country of origin qualifies for the azo-dye testing exemption. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must present the PSIC or TC/CSRTI test report at the bill-of-entry stage.

A word of counsel

The most common error on this tariff line is assuming the azo-dye PSIC requirement applies only to apparel or consumer textiles — flexible intermediate bulk containers are made-up textile articles and fall squarely within General Note 10. An industrial-use FIBC arriving without a valid PSIC or TC/CSRTI test report from a non-exempt origin will be detained at the port of import pending production of the certificate, attracting demurrage and ground rent until the document deficiency is remedied.

Frequently asked
Does HSN 6305 32 00 require BIS certification?
No, flexible intermediate bulk containers are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the hazardous azo-dye testing requirement under General Note 10 and DGFT Public Notice 14/2023.
Is a PSIC required if the FIBCs are imported from the European Union?
No. Imports from the EU, along with Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom, are exempt from azo-dye testing under General Note 10; however, the overall ITC (HS) policy compliance obligation for textile articles remains in force.
Can a TC or CSRTI test report substitute for the PSIC from an accredited foreign laboratory?
Yes. A valid test report from a Textile Committee or CSRTI laboratory is an accepted alternative to the PSIC from an accredited laboratory of the exporting country, per General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023.
