The most common error on this tariff line is treating a single CM/L licence as covering all jute sack specifications, when each Indian Standard maps to a distinct bag type and end-use commodity — A-twill bags (IS 1943:1995), B-twill bags for foodgrains (IS 2566:1993), 50 kg foodgrain bags (IS 12650:2018), 50 kg sugar bags (IS 15138:2010), lightweight 50 kg foodgrain bags (IS 16186:2014), and up-to-30 kg foodgrain bags (IS 16372:2015). A CM/L issued against one standard does not authorise the ISI mark on a bag type governed by a different standard; customs detention follows when the product specification on the bill of entry does not match the licensed IS scope on the BIS register.
