    Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory certifying absence of prohibited azo dyes. EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom imports are exempt from azo dye testing; all other origins must provide the PSIC. Quote the BIS CM/L number and Jute Commissioner registration on the bill of entry.

The most common error on this tariff line is treating a single CM/L licence as covering all jute sack specifications, when each Indian Standard maps to a distinct bag type and end-use commodity — A-twill bags (IS 1943:1995), B-twill bags for foodgrains (IS 2566:1993), 50 kg foodgrain bags (IS 12650:2018), 50 kg sugar bags (IS 15138:2010), lightweight 50 kg foodgrain bags (IS 16186:2014), and up-to-30 kg foodgrain bags (IS 16372:2015). A CM/L issued against one standard does not authorise the ISI mark on a bag type governed by a different standard; customs detention follows when the product specification on the bill of entry does not match the licensed IS scope on the BIS register.
