HSN 6304 99 91 (Of silk, Handloom) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing also waives the PSIC requirement in its entirety. The exemption applies only to the azo-dye component of testing; compliance with General Note 10 for other prohibited hazardous dye parameters remains obligatory even for exempt-origin shipments. Consignments arriving without the requisite PSIC or test report face detention and potential confiscation pending re-export or destruction.
