The most frequent error on this tariff line is assuming that a certificate of composition or a commercial quality report substitutes for the PSIC issued by an accredited laboratory of the exporting country. Only a laboratory accredited in the country of export, or a test report from a Textile Committee or CSRTI laboratory, satisfies General Note 10; a generic mill certificate does not, and customs out-of-charge will be withheld pending a conforming document, attracting detention and demurrage at the port.
