Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes before the consignment is shipped. Upload the certificate with the bill of entry.

  2. 2
If the consignment originates from any country other than the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, testing for prohibited azo dyes is mandatory and cannot be waived. Consignments from non-exempt origins without azo-dye clearance are liable to detention at the port of import.

A word of counsel

The most frequent error on this tariff line is assuming the azo-dye testing exemption applies by default because the supplier is a major exporting country. The exemption covers nine named countries only; imports from Bangladesh, China, Vietnam, Turkey, and all other origins require a full PSIC covering azo-dye absence, and a missing or expired certificate at the bill-of-entry stage results in consignment detention and accumulating demurrage until the document is produced or the goods are re-exported.
