HSN 6304 92 99 (other woven cotton furnishing articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the PSIC exemption extends to any country with a reputable textile regulatory framework, when the exempt-country list is fixed and exhaustive. A consignment from, say, China, Bangladesh, or Vietnam without a PSIC will be detained at the port of import regardless of the perceived quality of the exporting country's regulatory environment; there is no provision for post-arrival testing as a substitute for the pre-shipment certificate.
