The most common error on this tariff line is assuming the PSIC exemption extends to any country with a reputable textile regulatory framework, when the exempt-country list is fixed and exhaustive. A consignment from, say, China, Bangladesh, or Vietnam without a PSIC will be detained at the port of import regardless of the perceived quality of the exporting country's regulatory environment; there is no provision for post-arrival testing as a substitute for the pre-shipment certificate.
