The most common error on this tariff line is assuming the country-of-origin exemption dispenses with the PSIC entirely. The azo-dye testing exemption applies only to the specific listed countries and covers only the azo-dye parameter; a consignment from an unlisted origin arriving without a PSIC is detained at the port of entry pending documentary compliance, attracting demurrage and ground rent that accrue from the date of arrival.
