The most common error on this tariff line is assuming that origin from an exempt country eliminates all pre-shipment inspection requirements. The azo-dye testing exemption is country-specific and narrow; the broader PSIC obligation covering composition and absence of other prohibited hazardous dyes remains mandatory for all origins, including EU and other listed countries. Filing a bill of entry without a valid PSIC or TC/CSRTI test report risks detention of the consignment regardless of the originating country.
