The most common error on this tariff line is assuming the azo-dye exemption applies based on the supplier's nationality rather than the declared country of origin on the bill of lading. A consignment manufactured in a non-exempt country but shipped through an exempt-listed transit hub retains its non-exempt origin status; filing without the PSIC in that scenario invites consignment detention and demurrage while the test report is procured retroactively.
