The most common error on this tariff line is assuming that origin from an exempt country — such as the EU or Japan — eliminates the PSIC requirement entirely. The azo-dye testing exemption is country-specific and narrow; it does not waive the broader PSIC obligation under General Note 10 covering other prohibited hazardous dyes. Presenting a certificate that tests only for azo dyes, without the full General Note 10 panel, will result in customs detention pending a compliant certificate.
