The most common error on this tariff line is assuming the azo-dye testing exemption applies to a country of manufacture that ships via an exempt country. The exemption is tied to the origin of the goods, not the port of export or the country of the issuing laboratory; a consignment manufactured outside the nine exempt jurisdictions and routed through, say, Germany still requires a PSIC from an accredited laboratory, and its absence will result in consignment detention pending re-testing at the importer's cost.
