Terry towel
Terry towels of cotton, not knitted or crocheted
HSN 6304 92 50 (Terry towel) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country — or a valid test report from a Textile Committee or CSRTI laboratory — certifying the absence of prohibited hazardous dyes. Azo-dye testing is exempted for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. This document must be available at the bill-of-entry stage before out-of-charge is granted.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin qualifies for the azo-dye testing exemption. The exemption covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only; imports from all other origins require a PSIC or test report covering azo-dye absence without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all developed or treaty countries. The exemption list is closed and exhaustive — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and an origin not on that list requires a full PSIC regardless of any bilateral trade arrangement or supplier assurance. Presenting a supplier's in-house test certificate in lieu of an accredited-laboratory PSIC will not satisfy General Note 10 and may result in consignment detention.
