The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all developed or treaty countries. The exemption list is closed and exhaustive — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and an origin not on that list requires a full PSIC regardless of any bilateral trade arrangement or supplier assurance. Presenting a supplier's in-house test certificate in lieu of an accredited-laboratory PSIC will not satisfy General Note 10 and may result in consignment detention.
