HSN 6304 92 49 (Other non-knitted cotton furnishing articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The single most common error on this tariff line is assuming the azo-dye testing exemption is universal. It applies only to the nine listed countries; a consignment from any other origin — including major textile-exporting countries not on the list — arriving without a PSIC from an accredited laboratory is detained at the port of import, with demurrage and ground rent accruing until a compliant test report is produced or the consignment is re-exported.
