The single most common error on this tariff line is assuming that IS 17630:2021 covers all cotton furnishing articles under HSN 6304 92 39, when the QCO scope is expressly confined to medical-use bed sheets and pillow covers. Importers bringing in decorative throws, curtain panels, or general household cotton furnishings under this residuary HSN mistakenly seek CM/L certification on out-of-scope products — or, conversely, miss the BIS obligation entirely when the consignment is genuinely medical-textile bed linen. Product-end-use documentation confirming the medical-textile classification should be locked down with the supplier before the purchase order, not reconstructed at the port.
