HSN 6304 91 90 (Other knitted or crocheted furnishing articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket waiver of the Pre-Shipment Inspection Certificate. The exemption applies exclusively to azo-dye testing; consignments from exempt countries still require a PSIC or test report covering other prohibited hazardous dye parameters. Presenting a bill of entry without any PSIC — even from an exempt origin — risks detention and demurrage at port pending documentation.
